docs: add AGENTS.md for cross-agent portability - #3

A fresh AI coding agent (Codex, Claude, Cursor, ...) that opens this repo had no instruction file to read: no test command, no deploy step, no statement of what the project is. This adds AGENTS.md, the closest cross-tool standard, built from the repo's own manifests and the existing analysis note. Additive; one file.
A durable channel so any AI agent opening this repo reads G-Stat's messages on start — no manual relay. Folded into the existing AGENTS.md PR rather than a new one.
